For kids being raised in Manila, is it better to grow up in a house or condo?

I live in a condo and I think that it's better to raise a child in a house. Just make sure that it is a safe community though. I just feel that despite the security of condos are better, I just feel that it's too small for kids to move around into. I just feel bad that they can't play in the streets compared to being in a house.
