Try stopping the cereal and see if the reaction goes away after a few days? Which brand are you feeding your baby? If the cereal contains milk there's a chance baby's allergic to it.
If your baby's skin shows abnormalities, meet your baby's doctor first. If your baby has a skin problem, your doctor will refer you to a dermatologist.
