Dealing with short cervical length

Hi doctors, in my previous pregnancy, I've underwent the cervical cerclage procedure at week 14. Unfortunately, my water bag ruptured due to UTI or some infection and I lost my baby. Am currently pregnant again and doctors are asking me to the same route - I don't want to risk another baby. Is cerclage the only way out? Hope to seek your help, thanks.
