Taiwan in Jan and Feb will even be colder than Dec. it may get down to 10 degrees at night but it depends on whether this year the weather will be cold or not. I have been to Taiwan in December and the temp was 27 degrees!! You should dress your baby in layers so that it is easy to adjust according to temperature. Firstly a jacket is needed especially one that keeps out the wind. Inside I will Let my kids wear a thick long sleeved top if the weather is not so cold like around 20 degrees. Otherwise I will add a singlet inside. You can buy uniqlo heat tech clothes . I don't think thermal wear is needed but no harm to bring along in case temperature drops or you go to somewhere windy.bring along a thick blanket too. Taiwan has a lot of food which is suitable for us and babies. I will not prepare food if my kid is already 18mo. You can definitely find food for them outside at proper restaurants and ask them to don't add oil or soy sauce to your kids food . Porridge , soup noodles all can be found in Taiwan easily
