Induce of pregnant at 38-39 weeks

Is it possible to ask doctor to induce my pregnancy at 38 weeks and do natural birth even when cervix is not dilated? Because I don't wish to wait til 40 weeks as I'm afraid baby will be too big and I'll need to do a c section.
