My 21-month-old boy is still not talking

Hi Mummy, Is it normal if my 21 month old boy is still not talking and more to baby talk? The only word he can say is mama but whenever I talk to him, he understands.  Any advice?

almost wanted to bring my child to speech therapist but he finally started speaking close to 4yo... super naggy now 😅
