dry scalp and ear

Hey mummies, Is it normal for a baby to have dry scalp and it is flaky, and also dry ear like skin peeling and its watery perhaps its like a blister? Does that means its Eczema?

If you see doctor. Doctor may give steroid cream for serious eczema.
