baby won't see face to face

Hello Mom, has anyone experienced this before? My child (11 months) often refuses to make eye contact with me or anyone trying to talk to him. I really want to have him checked by a doctor, but my mother-in-law and my husband say he's just a shy child... is that true?... Do you have any recommendations for a doctor who can check this?
