Crying before sleep

My LO has a habit of crying before sleep. It seems like he wants to be carried before sleep. Would have to rock him to sleep. Is it normal?

Babies cry to communicate to us , this is the bonding time between u and LO . My baby is 13 months and still do that ! He will stop crying once i carry him
