Would you know if it is safe for toddlers (2-3 y/o) to eat bibingka and some other kakanin?

Safe as long as you prepare smaller portions before serving the food to your toddler. And always keep an eye on your little one while he/she eats. This is to also prevent choking. I suggest you feed her kakanin in moderation especially the super sweet ones like sapin-sapin and biko with ubod.

Yes it's safe. My daughter was eating kakanin when she was still small and up to now that she's already 5yo. Please make sure to cut it to small pieces so your toddler can chew it properly

It would be safe, yes. Just make sure to give them smaller portions to make sure they won't choke. And don't give them too many sweets!
