For baby bonus, it is free registration. When you register the birth of your child at the hospital or the Immigration & Checkpoints Authority (ICA), you can, at the same time, submit your particulars to MSF to join the Baby Bonus Scheme. A Baby Bonus kit may be given to you by the hospitals as early as pre-admission registration for the delivery of your child, so that you have enough time to go through the information and fill up the forms at your convenience. Upon receiving your properly completed forms, MSF will verify your child's eligibility and notify you by post of the outcome. If your child is eligible for Baby Bonus, the first cash payment will be credited into your nominated bank account within 3 weeks of receiving your properly completed forms. While your child has up to the time before he/she turns 12 years old to join the scheme, please submit your forms early so that you may enjoy the benefits early. https://www.babybonus.msf.gov.sg/parent/faq-forparents-bb-scheme.html

For birth registration, you can do it at the hospital with some charges, Some hospitals may charge an administrative fee for the service provided on top of the S$18 which is charged by ICA. I did mine at NUH and it costed $40. The processing time is about 1 hour. Births should be registered within 14 days from the date of birth. Births registered after 14 days and within 42 days, are considered delayed registration. If registration is done after 42 days, a letter of explanation stating the reason for late registration must be submitted for the Registrar/Registrar General’s approval. After approval has been given, the birth will be registered and the birth certificate will be issued. Such cases can only be registered at Registry of Births and Deaths. http://sg.theasianparent.com/registering_your_childs_birth_ica/ For lists of document to prepare and hospitals that provide registration, you can refer to ICA website http://www.ica.gov.sg/page.aspx?pageid=144
