Is it okay to use talcum powder on two-year-olds?

I would not use talcum on babies or adults. And if you really must please stay away from using talc on your baby's bottom or private part. The statistics speak for themselves, the odds of a woman in the U.S. falling ill with ovarian cancer are 1 in 70. Talc use is associated with worse odds, 1 in 53, according to plenty of epidemiological studies. Consider swapping to cornstarch powder if you can't break the powder habit yet. In our home, we don't use any powder on our little ones.

It is definitely not advised to do so. It is better to use baby powder in moderation because if used in excession , the particles will come in contact with air which ultimately will be inhaled by the babies and may cause breathing issues.
