I believe most forms of ginseng are unsafe for nursing mothers and it will decrease supply. Especially Panax Ginseng should be avoided. There have also been reported pediatric cases of tachycardia and hypertension that appear to be in direct correlation with the breastfeeding mother’s use of Panax ginsengs. Panax ginsengs could contribute to a low milk supply. You could refer to this article for more information. http://drjaygordon.com/breastfeeding/ginseng.html

From what I've read, consumption of Ginseng is believed to decrease milk supply and may also lead to other negative effects. If I'm not mistaken, there are different types of ginseng and I've heard of some mothers taking them to aid in the recovery of their bodies post delivery. That being said, I think it is be best to avoid or only consume if advised by TCM practitioners.

Oh definitely avoid ginseng if you are breastfeeding -- not only will it decrease supply, it can also cause harm to the baby via nursing. In fact there have been reports of death and defects on unborn babies due to their mothers' ginseng intake.
