low breast milk supply

I had a c section roughly 17 days ago and my milk supply is now pumping at 50ml(both breast add up) and I pump every three hours. On top of that I just had mastitis, is it because of mastitis I have low supply? I can't latch the baby because he gets very angry since my milk flow is slow and he wants to be bottle fed instead because the milk flow is faster
