How will I know if my 11-m.o baby has a blurry vision? Can optical clinics like EO, Sarabia, etc. check babies' eyes?

My cousin brought his daughter to an optical clinic when she was just 1 1/2 years old and it isn't advisable. My niece is now 5 years old and her glasses have thicker compared to my mom's! It's still best when you go to a legit pediatric ophthalmologist :)
