Generally, there is no need to clean a toddler’s nose. You can simply dab the sides of his/her nose with a washcloth during face washing. Best way will be to lead by example. Do a demonstration for him/her and let your child model after you. Break up the steps (take a breathe in, hold a tissue to the nose and ask him/her to blow out through his/her nose while keeping her mouth close) to help your child understand the process better.

If your toddler is unable to blow out mucus by himself, then it's better to help him clean his nose. There are a few tools available which you can use. I have the Pigeon bulb nasal aspirator (for "solids"), tube one (for wet mucus) and a tweezer (for flaky looking ones) to ensure that I can get all the gunk out of her nose. http://sg.theasianparent.com/your-childs-blocked-nose-what-you-need-to-know/

I don't regularly clean my toddler's nose. But sometimes if I do see boogers in them, I will take a small tip cotton bud to just remove it. But i only do it for those which are easy to remove. Do be very careful not to push it in too deep. It will hurt their nose. Kids actually will sneeze out boogers themselves so you don't have to worry about them getting stuck in their noses.
