It depends on the ages of the kids. At young age, I don't think the child will be "mature" enough to understand what he/she did wrong. I prefer a time-in over a time-out.

I do it to my child as form or correcting her for the fault she does. It's light punishment but effective.

I give my kid a time out if she does something wrong.
