Hungry or want a pacifier?

Is my baby hungry or wants a pacifier? Baby fusing but refusing to latch is she hungry or just wants to suck on a pacifier?

there's no harm giving her a pacifier to try. or maybe she is feeling gassy, burp her. or she wants to be closer to you via kangaroo hug
