give walker or not

my baby is 4 month 19 days old. he dont want to sit on his rocking chair nor do tummy time.. he always want people to hold him in sit position or hold him in standing position. if we try to put him in rocking chair he dont wanna lay dont and will try to sit up.. can i give him walker time? like 30 min maximum play time? Or cannot?
