Is this ezcema or?

Hi all! I was wondering if anyone knows if this is ezcema or some other skin issue? We were given steroid, applied for a week and it was better. But it came back shortly once we stopped. We are currently using ceradan and eucerin. TIA!#advicepls #FTM
