it's not exactly free but below 2 they pay the infant rate which is like 10%? Is the same across all airlines but they charges varies differently..

yup, as Wendy mentioned, you will need to pay airport taxes and fuel charges for under 2's too. thereafter, they will be charged an adult seat.
