What should the ideal student-teacher ratio be in a nursery class?

From my experience, if the students age 3-4 year old, 10 students with a teacher and an assistant is just nice. Because some will need one-to-one help, some learns faster and demand more works. But more than 10 students, the class can be quite noisy and that'll annoy students who prefer a more relaxing environment.
