Hair Tourniquet or Congenital Condition

Just want to ask kung may case din ba dito same with my son. He is 8 days old. Una hindi napansin nung pedia ko nung chineck nila si baby. Pero napansin ko siya nung Pinalitan namin yung damit sya and gloves. If you know any info about this po. Pa help naman mommies. Hnd ako sure kung sa ortho ko ba sya dapat ipa consult.
