Antayin labor or scheduled CS

Nagpa check up Ako sa public hospital since gusto ko makatipid and suggest Ng doctor kung antayin ko raw labor or schedule na for CS? Bakit po kaya ganun suggestion nya? By the way CS Ako sa asking first baby, umaasa na maka normal ngayong second. Masaklap parang di yata covered ni philhealth Ang bill ko kung sakaling scheduled CS.. Enlighten me pls..
