How to clear phelgm for advise

My LO at 3 weeks old has a lot of phelgm and when breastfeeding, he breathes hard and noisy. He also has thick phelgm at throat when he drinks formula milk. Is he considered sick to see doctor? What is the best way to clear phelgm for infants? It is thick and he swallows it back when I try to wipe it away.
