Fair because there’s limited slots in all CCA and some CCA have competitions etc. A lot of students drop out when they find CCA too tough for them because they joined initially for the popularity/didn’t know what they were getting into. They waste the slot that could have gone to someone else with the passion and aptitude. In a perfect world, yeah everyone can join whatever they want but there’s limited resources so how?
