Doctor Zailan or Doctor Sidek. You can do before 4 months or after 4 years. Process takes ten mins. Waiting time in clinic is longer than procedure time. Haha You can pay via Medisave. Total cost was $613. Medisave allowed $545. My kid did it at 3 months. He was back to normal the next day. Wound healed well. We used doctor sidek. He’s not bad but his clinic is small and his staff is not great.

Our appointment is on Mon - the receptionist mentioned that they can accept appointment for babies just after their first month.
