Based on my 1st pregnancy 2 yrs ago, you will be held in the observation ward first to monitor your cervic dilation. After water bag burst, or closer to the active labour stage then they will transfer you to delivery birth room. For epidural, it will be administered in the delivery birth room then you stay inside there during active labor and delivery of baby. Sometime depend on the availability of the delivery ward too.

Thanks for sharing! May I ask if they provide water at the observation ward? Or should I bring my own water bottle?
