Normal ba sa bata (2 yr old) na iuntog sarili niya every time he has tantrums?

Medyo nakakatakot lang kasi every time na di niya makuha gusto nya or aggravated siya he slaps his head ( or worse, bumps it on the wall or on the table) my son is already 2 yrs & 3 months pero he's still not talking. (Wala pang concrete na salita like 'mama' or 'papa' or other words. He's just babbling random sounds like 'ee' or 'ja'. Please give some advice.
