Help! What is this on my baby’s neck?

Hi all, any idea how what causes the discolouration on her neck? And why is there redness too? She has this on her armpit also. Baby is 2 months old. Does powder help? What about diaper cream (ceradan)?

Looks abit like fungal infection. Usually fat folds areas are harder to reach to clean, and is more prone to infection. Please see a PD ASAP!
