I suggest With a pinch of Salt at katong . They are a small cafe establishment but experienced at holding parties with nice decor. They also will do sourcing of kids entertainment for you at additional cost and dessert table setup too. Overall venue cost is reasonable as well. Other places I have heard of is Cake Avenue
