How to differentiate eczema and heat rash in newborn

Bb is 1 month and doctor diagnosed her as mild eczema though no family history. But i feel it’s more to heat rashes?? Google says eczema will cause itchiness. Here is photo of my bb’s rashes. Does anyone have the same issue?

looks like heat rash. a cool towel rub works for my kid. you can try. meanwhile use sensitive skin lotion or body wash

We have no history of eczema either but my daughter has it.
