Heat rash or allergy?

My baby is 8 weeks old but a few weeks back we noticed little red dots on her face area, then gradually it started spreading to her neck folds, chin, chest, arm pit and elbow areas. We tried to apply rash cream on her but it doesn’t seem to be resolving. And her cheeks starts to feel quite dry too. Does anyone also has this issue with their little one?

Seems like heat rash. My girl also had that, but it went away naturally after she turned 6mo. It is on and off. But as much as possible, just moisturise. Some doctors would give steroids cream, but I was highly against it, so we just use baby-safe moisturisers. It goes away soon and won't leave any marks/scars.
