Depends on baby, generally I feel that the same baby can sleep well in both environments. My baby sleeps with noise in the day and with fan sound at night. but having said that, he gets startle easily on both environments if a new noise/ sound is heard (e.g. in the day someone press the doorbell or at night I open the wardrobe's door). I wouldn't recommend total silent because when the baby grows older (into toddler), he or she may have problem sleeping if the environment is not in total silent (happens to my SIL's nephew).

My first child sleep well when it is noisy at my own parents house. But she's the opp if it is at my in law house 🤣 so it depends on baby itself.
