Ligation / Ikat tempat beranak

Anyone have any idea that if we do ligation after 2nd child we are given extra money ? Is it true ? And can we do during giving birth as csect as i was told by the doctor that if i were to have 3rd child in future it will be very very risky for both baby n mum ....
