Redness and dryness on tummy

Hi all, anybody knows what are these?Is it rashes or? Do we need to see PD? Please advise. Thank you.

May try apply moisturizer on it first, looks like heat rashes

Could be allergic reaction to the diaper also. Best to see a PD
