May I suggest to look for a car seat with a high weight limit for rear facing? Young children are 5 times less likely to be seriously injured when rear facing as compared to front facing. It's recommended to rear face to minimum 2 years old, best if it can be beyond that. 2 inexpensive convertible car seats that I would recommend: Joie Stages ($340) and Joie Every Stage ($400). Both can rear face to 18kg. The Stages can front face to 25kg, Every Stage can front face to 36kg. Can get from Takashimaya and Robinsons.
