Graco Pack & Play - when to transfer from top bassinet to lower level?

May I ask anyone with Graco Pack & Play cot? When do you transfer your baby to the bottom level? Anyone did not transfer when baby reaching the weight limit because my baby can’t flip and neck not strong yet .
