Eczema or not?

Hi help needed! My 16 month old toddler skin has been ongoing like this for a month plus. We went to dermatologist and they gave us steroid creams which we did not use for our toddler as we read so much about Topical steroid withdrawal syndrome(TSW). It has spread even to his face!! 😵‍💫 Any mummies here or specialist here know whether this is eczema or not? Any recommended non steroid cream we should look into?
