Usually CVS is recommended if there is high risk of Downsyndrome in the baby shown in either Oscar or NIPT results. So doctor will advise the parents for further testing (such as CVS or Amnio) which is a diagnostic test with higher accuracy to see if the baby indeed has Downsyndrome. If baby is indeed having Downsyndrome, then further actions may be taken by parents to choose to terminate or not. But some parents who decide to give birth to the baby regardless if the baby has Downsyndrome or not, they can choose not to do it. Do note that CVS is invasive test which draw the liquid from the placenta and carries 1% risk of miscarriage (approx 1 in 300). It needs to be done by 14 weeks of pregnancy.

I did CVS last month due to high risk of down syndrome from Oscar scan. Luckily everything came back normal. There are chances of miscarriage as explained and to avoid strenuous activities after procedure.
