My 9 week old baby is hyper alert to stimulus. I'm actually anxious to leave the house. If I go out and she gets tired she can't switch off or go to sleep. Same if I have people visit. She gets so stressed and it's near impossible to calm her. She gets so stressed she doesn't want to breastfeed or take a dummy. Any one experience this or have suggestions?

Maybe you want to try to limit the amount of unwanted stimulus surrounding your child. For example, if guests visit your home, maybe you can request that they don't bother baby especially if she's close to her feeding and sleeping time. It would help if you place her sleeping space (or where she is usually spends the most time at home) in a room further away from the hustle and bustle of the living or common area. Make her room as conducive and as quiet as you can so baby will feel at ease during feedings and close to sleeping times.
