Wash face with cooled boil water

Nanny taught us to wash face with cooled boil water using cotton ball. Now baby is 1 month and 10 days old. How long do I need to wash the face using cooled boil water? Anyway baby face tends to have heat Rash. Not sure it is safe to use normal tap water to wash?
