It's always the responsibility of the parents to discipline their children. Parents don't want to see their kids grow up ill-mannered and be hated by other people because they wren't taught the right attitude at home, do we? They say everything starts at home. It is the job of both parents to discipline the children. The values and rules in the home should be clear to the kids as well as the consequences/disciplinary actions they would have should they violate or choose to rebel.

I think it's important na parents ang unang mag disiplina sa mga anak nila. Ang pagdidisiplina naman depende sa diskarte ng magulang. Make sure lang na mapapaintindi niyo kay bagets ang proper values :)

We have a saying that the parents are the best and first teachers. So I say, both parents should discipline their children at home and should not expect the teachers to teach them the right manners.

I agree with Eds and Stan. Both parents (dad and mom) are responsible in terms of disciplining the kids. This includes explaining to the kids your family rules and values.

No other than the mom and dad I'd say. Don't let the nannies, teachers and grandparents to discipline your kids. It is the obligation of the parents.
