My baby has very pink, dry, scaly skin on her cheeks. Is this eczema?

My baby was like that too. I used a lotion La Roche Posay Lipikar Baume AP+ and La Roche Posay Syndet Lipikar for body wash. Just two days the skin returns to normal.
